The main purpose of the APEGM Foundation, is to provide members of the Engineering and Geoscience professions and industries, with an opportunity to support the education of engineering and geoscience students through financial assistance for capital acquisitions and improvements, development and support of library facilities, and facilitating the establishment of scholarships and bursaries. In addition, the Foundation may provide financial assistance to other charitable undertakings, as determined by the board of directors of the Corporation.
In 2002, the Council of the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM), was approached by the University of Manitoba Dean of Engineering, Dr. Doug Ruth, and Mr. Les Wardrop, founder of Wardrop Engineering. These two esteemed gentlemen approached the APEGM Council seeking both financial and moral support from the Association, for the University of Manitoba's campaign to raise funding for the new U of MB Engineering and Technology Complex project.
Although the Council were very receptive to the idea of supporting the new Engineering and Technology Complex, they found that their ability to expend Association funds was severely constrained under the Engineering and Geosceince Professions Act (the provincial legislation establishing and regulating APEGM). Under the Act, the Association was established to register, regulate and, if necessary, discipline individuals practising engineering and geoscience in the Province of Manitoba. The Act did not make any provision for the Association to expend funds in support of anything that did not pertain to the registration, regulation, or discipline of those practising one of the professions in Manitoba.
Although individual APEGM members, and businesses operating in the Engineering and Geoscience fields, are able to make charitable donations to the University of Manitoba, and other educational institutions, the Council felt that there was a need for an institution that could raise funds for other worthwhile endeavours supporting the education of those entering, and in the professions. In consultation with Dave Ennis, Executive Director and Registrar of APEGM, the Council decided that they should look into the formation of an independent institution that would be able to solicit funds from both businesses and individuals working in the Engineering and Geoscience fields.
The result is the APEGM Foundation Inc.
The APEGM Foundation Inc. was incorporated under The Corporations Act of Manitoba on August 6, 2003. The first directors of the corporation are:Dr. Mohamed A. Barakat, P.Eng., Arnold H. Permut, P.Eng., Raymond P. Hoemsen, P.Eng., and Trevor J. Cornell, P.Eng.
The corporation has no authorized capital and shall be carried on without pecuniary gain to its members, and any profits or other accretions to the corporation shall be used in furthering its undertaking.

The APEGM Foundation Inc. was founded by current and past Councillors of the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM) in August of 2003. The APEGM Council of the day decided to establish the Foundation to meet a perceived need for an organization capable of raising funds to support the education of engineers and geoscientists in Manitoba; and other worthwhile projects supporting the professions.

Arnold Permut is a graduate of the University of Manitoba with a B.Sc. in Civil Engineering, a M.Sc. in Environmental Engineering and a Certificate of Public Administration. This comprehensive technical and management education has served Arnold well in his career. Following graduation, Arnold was a consultant with Templeton Engineering, where he worked on a number of environmentally sensitive projects, many of which were situated in northern areas. Arnold then joined the City of Winnipeg in 1978, where he has held a number of positions in the Water and Waste Department. Arnold is currently the Manager of Laboratory Services, which encompasses the analytical laboratory services for monitoring activities such as water quality, the research group that is actively examining improvements to wastewater management and water treatment infrastructure, and the industrial and hazardous waste group that is responsible for working with industry to manage and deal with specialized waste products.
Arnold has a long history of service to the profession through both technical societies and professional associations. Some of his more notable service activities include a term as technical program director of the Western Canadian Water and Waste Annual Conference, four terms on the APEGM Council, including one term on the Executive Committee, university liaison to Council, member of the Women in Engineering Advisory Committee, and member of the APEGM Awards Committee.
Arnold was an active supporter of the APEGM Council in its efforts to establish a charitable foundation to support the education of engineering and geoscience students. As such, he participated in the establishment of the APEGM Foundation Inc.; and, currently is serving as a member of the Foundation Board of Directors, in addition to his other duties as the 2004 President of APEGM.
Ray, who earned a bachelor's degree in agricultural engineering, grew up on a farm near Elkhorn, Manitoba. His first job was with Versatile Farm Equipment, as a Quality, Design, and Testing engineer, responsible for the release of a new tractor design and for the subsequent engineering support on the assembly line.
In the early 1980s, Ray joined the Industrial Technology Centre as manager of the industrial and mechanical engineering group. It was his function to provide consulting and technology transfer services to Manitoba industry. During this period, Ray completed his master's degree, as well as setting up a computer-aided engineering system, the most advanced in the Province at the time.
In 1986, Ray moved from ITC to the University of Manitoba to take up the post of Research & Development Coordinator for the Institute of Technological Development. Ray had much success as he moved through a series of technology transfer roles culminating in 2000 as Vice President/Director of Operations of SmartPark. In 2001 Ray decided to pursue the business side of technology development on his own when he started NEXUS Manitoba. NEXUS specializes in technology driven economic development, with emphasis on innovation, technology transfer and commercialization, new venture development, incubation and research parks.
In addition to his professional pursuits, Ray has a keen interest in volunteering, so he maintains a dizzying array of commitments to sports, cultural, and business interests.
Trevor Cornell, P.Eng., started his engineering studies at the University of Leeds where he earned a B.Sc. (Hons) in Mechanical Engineering. He then obtained a diploma in Management Studies at Leeds Polytechnic / Bradford College.
Trevor worked for a number of manufacturing companies in Britain, before moving to Canada in 1980 to work for Versatile Farm Equipment as a manufacturing engineer. In 1984, Trevor joined the Industrial Technology Centre as a mechanical engineer, and is now the Chief Operating Officer. ITC engages in such activities as product development, product/material testing, vibration/noise analysis and dimensional inspection/ calibration. In 2001, the ITC installed a state-of-the-art Virtual Reality Centre.
Trevor has been a member of the Professional Development and Nominating Committees for the APEGM. He also is a director for the Canadian Manufacturers & Exporters and a member of the Advisory Committee on Standards for the Standards Council of Canada.
As a member of the APEGM Council (2001 - 2003), Trevor was keenly interested in raising the stature and profile of the Association; attracting young people to the professions; and increasing awareness of the professions within the school system. As a director of the APEGM Foundation Inc., Trevor sees an opportunity to make a significant contribution towards fulfilling these goals.
